Wolf Skacel, C.H.M.M., president

Wolf has a demonstrated record of significant environmental accomplishments at the Department of Environmental Protection (NJDEP) spanning 29 years, and formerly served as Assistant Commissioner for Compliance & Enforcement – New Jersey’s top enviroCOP. Wolf’s key strengths are his ability to work collaboratively to negotiate and resolve complex environmental issues involving multiple environmental programs and to create innovative, global settlements that resolve complex, multi-program enforcement actions.

Ed Choromanski, Associate

Ed is a recognized leader in multi-media environmental compliance and enforcement. He recently retired, after a distinguished 37 year career at the New Jersey Department of Environmental Protection having served as the Director of the Air and Hazardous Materials Compliance and Enforcement Program. Ed has extensive technical expertise in assessing, testing, and monitoring of air pollution emissions and impacts from a range of facilities. He has in depth knowledge of both state and federal requirements and regulations impacting a range of facilities. In addition, Ed brings a wealth of experience and knowledge in negotiation and resolution of complex environmental compliance cases that include, Supplemental Environmental Projects, the development of alternative compliance strategies, and Environmental Management Systems.

Debra Hammond, Associate

Debra Hammond, Associate has more than 30 years of experience in the Water Monitoring, NPDES Permitting, and Planning Programs at the New Jersey Department of Environmental Protection. Debra has extensive experience in developing water quality monitoring plans, conducting sampling, analyzing results and publishing Water Quality Inventory Reports. In addition to developing New Jersey Pollutant Discharge Elimination System (NJPDES) permits, Debra created and implemented policies to protect exceptional waterways, promote wastewater reuse and groundwater recharge, and reduce excessive nutrients in the state’s Water Quality Standards.

Robert Huizer, Associate

Bob recently retired with over 25 years of service at the New Jersey Department of Environmental Protection (NJDEP). He was supervisor of the Department’s Air Toxics group within the Bureau of Planning and Evaluation where he oversaw the development of new risk assessment and dispersion modeling technical guidance, developed the meteorological data for use in NJ dispersion modeling analyses, supervised the air quality forecasting group, implemented the facility-wide risk assessment policy, and participated in the development of revised air toxic rules. Bob possesses extensive experience and knowledge of atmospheric dispersion modeling and risk assessment methodologies and their attending state and federal regulations. He has developed New Jersey’s latest version of the Risk Screening Worksheet and has reviewed or conducted numerous ambient air quality atmospheric dispersion analyses for federal new source review PSD projects, risk assessments for minor and major stationary sources of air pollution, facility-wide risk assessments for Title V facilities, odor analyses, and dispersion modeling for NJDEP enforcement actions.

Raymond Papalski, Jr., Associate

Ray retired from the New Jersey Department of Environmental Protection (NJDEP) with 34 years of diverse scientific, technical, regulatory and supervisory experience in the principals and practice of air pollution control, enforcement, radiation and accidental release prevention. Ray held supervisory positions in air pollution planning and radiation enforcement and was an active member of several regional workgroups including the chairman of the Emissions Inventory workgroup for the Ozone Transport Commission and a member of the Mid-Atlantic Northeast Visibility Union to identify additional reasonable air pollution control measures to improve visibility levels in national parks and wilderness areas. He was also the creator and supervisor of the Emission Statement reporting tools within RADIUS and wrote the associated guidance documents. He is an expert in calculating and reporting air pollutant emissions. He was a founding member of the Toxic Catastrophe Prevention Act program and performed accidental release modeling using CHARM and ALOHA. He has written several State Implementation Plans and served as a rule manager for changes to several NJDEP regulations including changes to Emission Statement regulation and New Jersey’s sulfur in fuel rule. He personally supervised the performance of General Conformity reviews under the Clean Air Act. He participated in several regional photochemical modeling exercises (e.g. CMAQ, Models3 and CAMx) to predict future ozone and particulate levels in New Jersey. He was the chair of NJDEP’s Emission Statement work group with members of industry, the lead of Laboratory Hood Emissions workgroup and headed an award-winning Homes and Restaurants workgroup.
